Medicare Australia has been able to reduce costs, improve IT capacity and enhance the availability of services through the use of the Captell reporting system. “We used the system to understand how money can be saved and services improved, resulting in a stream of benefits for all of Medicare Australia stakeholders.” Medicare Australia IT Operations Manager.
Captell Developments Pty Ltd was established in 2004 to develop and commercialise the Captell system. The system automates data storage and report generation from information collected by proprietary monitoring software packages.
On 23 April 2008 Medicare Australia engaged Captell Developments to audit its storage and application servers to ensure that they were performing at full capacity and were being wholly utilised. Medicare Australia has a unique relationship with every Australian resident, a large proportion of doctors, pharmacists and other healthcare providers, as well as members of the health IT sector. In order to maintain these relationships, Medicare Australia must collect, store and ensure the protection of a vast amount of sensitive information.
Medicare Australia’s fleet of servers support the full range of the Agency’s work across Australia and the use of the Captell system allowed the Agency to identify its underutilised servers for redeployment elsewhere. It also allowed the Agency to prepare for the IT services procurement re-tendering. Using the Captell reporting system, Medicare Australia deployed agents to collect and report data on the utilisation, capacity and performance of the fleet. The data obtained helped Medicare Australia begin making decisions on the future deployment of the fleet and getting the best value from the IT infrastructure.
The audit also allowed Medicare Australia to reduce costs associated with this infrastructure.
A side benefit from the audit has been the implementation of the basic windows reporting suite, which provides a number of summary documents that identify resources: free disk space, CPU and memory. It also provided application level reports that consolidated all resources in use by a specified application into a
single document, fully automating all reports and delivering them through the Medicare intranet.
Medicare Australia IT Operations Manager praised the outcomes of the audit “The data obtained from the Captell audit provided the basis for future planning, and ensured that best value could be derived from the IT infrastructure and sharper internal processes could be rolled out for capacity management,
configuration management and availability management”. With the use of the Captell system, the audit took just 32 days to carry out. “The use of the Captell technology allowed us to utilise the IT infrastructure to better manage the Agency’s changing business needs.” Medicare Australia IT Operations Manager.

Over the last 22 months we’ve been able to set up reporting for our Mainframe, Windows (incl VMWare servers), AIX and WAN and LAN infrastructure. On each of these platforms we have been able to implement reporting, using a variety of sources, and written reporting for daily, weekly, monthly and quarterly intervals – including a range of parameter driven reports that help with problem diagnosis.
I have received very positive feedback from our front-line technical support. Captell’s support for automation has saved me an enormous amount of time. Once a report has been set up it requires no further effort – data collection, retention and publication & delivery are all taken care of so I am able to spend much more time on high-value work rather than ‘housekeeping’ existing systems. This has helped to identify opportunities for cost-reduction as well as service improvement.
One unexpected benefit of our approach is that we can capture and analyse high granularity data. Because of the aggregation hierarchy designed into many off-the-shelf monitors we found it difficult to identify problems once the data was more than a few days old because the monitor had started aggregating to hourly average values. Through the use of high frequency data over longer periods, better statistical techniques and more high-value analysis time, we have been able to identify capacity and performance problems previously undetected.

A large mining company adopted Captell initially for use in generating capacity management reports for the 4,500+ wintel servers in their network. They utilise SCOM for monitoring and had a data warehouse of over 1 billion records. Utilising the Captell sample database our consultants processed all the data in their SCOM database to produce detailed reports on each server along with business unit summaries that grouped server utilisation by business unit.
Following on from the capacity reporting success the client has reengaged our services to implement reporting across a broad range of IT Service management areas such as providing:

With the introduction of Captell, IT management reporting standards could be centralized. Given that the rest of the IT department relied on and used normalized data the significant advantage Captell delivered was that it could work with de normalized, non summarized data and could drill down far deeper to actual incidents rather than be held to higher levels such as interval data. This ensures that a full forensic capability can be applied to all the departments’ data if required.
The previous reporting effort was a ‘cut and paste’ process and not the most exciting of workloads to do. Captell’s automation of the reporting cycle has allowed us to focus our expertise on the more productive and rewarding aspects of capacity planning such as analysis and forecasting and new reporting options. As our skill level with the product increased so did the breadth and variety of reports extracting greater knowledge from the Department’s data. A more motivated team means a more stable team, keen to work with other business units to achieve departmental goals.
Due to the ease of use of the product, the rich publishing options and automation of report generation the Department noted the accuracy, currency, completeness of the knowledge transfer from the Capacity Management team to Senior Manager such as the CIO and CFO has risen to levels not achievable under their previous publishing effort.
Our monthly reporting cycles used to take 2 people 2- 3 days a week to generate and build a report. Ad hoc reporting placed extra demands on the teams time. By utilizing Captell we have our daily, weekly and monthly reports automatically generated and ad hoc reports can be quickly built and generated. The freeing up of 5 people days per week has given us a return on investment with in 4 months.
